Yes — and this is the distinction that trips up more developers than any other part of the form. Data Safety has two separate questions: is data *collected*, and is it *shared* with third parties. Collecting analytics data that stays entirely inside your own Firebase project still requires a "collected" declaration, even with zero sharing.
The mistake: developers who don't sell or share data assume they have nothing to declare. But "collected, not shared" is a valid and common answer — it's not the same as "not collected."
The fix
Fix: answer the collection question first, in isolation, before you think about who sees the data afterward.
