Do You Need a Privacy Policy If You Collect Zero Data?
Technically, if your app collects absolutely no personal data, Google Play doesn't require a hosted privacy policy link in Play Console. In practice, this is rare — most apps include at least a crash reporter or analytics SDK, which counts as data collection and triggers the requirement.
Developers sometimes assume "I don't ask for personal info" is enough to skip a policy, without checking whether their bundled SDKs collect device identifiers behind the scenes.

Fix: confirm zero data collection at the SDK level, not just at the feature level, before deciding you can skip the policy.
