Appealing a Rejected App: What Actually Works

Google Play's appeal process is a structured form, not a support ticket — and vague appeals ("please review again, I don't understand the issue") are far less effective than appeals that directly address the specific policy citation with a concrete change you made.

The pattern that works: referencing the exact policy section cited in your rejection, describing precisely what you changed to address it, and — where relevant — pointing to the specific line in your Data Safety form or manifest that now reflects the fix.

The fix

Fix: treat your appeal like a bug report response — specific, evidence-based, tied directly to the cited policy — not a general request for reconsideration.
